Reach as compared to the recommendations for the Reach referenced in the <br /> Programmatic Biological Opinion("PBO") to protect fish habitat and to <br /> administer Grand Valley Irrigation Canal water rights. Project proponents need to <br /> explain how construction of the whitewater park will continue to allow consistent <br /> measuring of flows at the gage. <br /> 9) The Department seeks a complete environmental review under the National <br /> Environmental Policy Act(NEPA) and requests that the Corps provide as <br /> complete a review as possible under the Army's Permit Evaluation and Decision <br /> Document process. <br /> We have included with this letter an accompanying letter from the Colorado <br /> Division of Wildlife, which raises a series of additional issues of much greater biological <br /> detail than included here. Also, we have included a 2006 letter to the Corps from former <br /> Division of Wildlife Director Bruce McCloskey, which highlights general considerations <br /> about the effects of whitewater parks on aquatic species.
