7. An explanation,with supporting data and analyses,of why the proposed project will not <br /> have any backwater effect should be provided. <br /> S. An earlier report stated the fish bypass channel is 20 feet wide and will be narrowed to 12 <br /> feet wide. The addendum to the report states that the by-pass channel is 12 feet wide and <br /> 600 feet long. Please provide the existing channel measurements and the proposed <br /> channel dimensions. <br /> 9. The report states that minimal excavation will be required in the fish bypass channel. <br /> However, at low flows under existing conditions,water does not flow to the end of the <br /> channel. Provide a description of the existing conditions and the proposed conditions <br /> after the project is complete. <br /> 10. The fish return pipe for the GVIC fish screen is located within the GSS #3. We are <br /> concerned that the GSS#3 structure might compromise the outlet's integrity and utility <br /> for fish returning to the river and an assessment is warranted. <br /> 11. In order to evaluate the fish bypass channel,it is important to know the flow uptake <br /> capacity of the two existing pumps located in the channel and the proposed screen size <br /> and type. Information on what time of year and how often the pumps are in operation <br /> should also be provided. <br /> 12. Provide a post-construction monitoring plan to verify if design criteria have been met. <br /> 13.Provide a post-project plan to address potential future on-site maintenance(including <br /> removal of accumulated sediment) of the fish passage structures,the fish bypass channel, <br /> and the fish screen return pipe. The plan should include actions to address severe damage <br /> to the structures due to extreme hydrologic events. <br /> 14.A tractive force analysis should be conducted to ensure that material placed into the river <br /> is of sufficient size to withstand high discharge events. <br /> In order to minimize fish passage issues, project design changes may be appropriate. The <br /> elimination of GSS#2 would assure fish passage up an open river in the left channel,requiring <br /> fish to ascend only one GSS to travel upstream. Also, elimination of the deflector structures in <br /> the left channel would reduce turbulence in the left channel. The GSS structures should have flat <br /> slopes on the river margins, so as river discharges increase fish passage is provided along the <br /> river margins without a drop to negotiate. <br /> It will be the responsibility of the Town of Palisade to create and maintain fish passage at the <br /> proposed whitewater park site that meets the needs of the endangered fishes as determined by the <br /> Service. Once a final design is agreed upon,REP should provide a signed, detailed design <br /> drawing, including elevations, cross section locations, and dimensions. <br /> 4 <br />
