Additionally, when the check structure is in operation, there is virtually <br /> no water in the channel immediately in front of the afterbay. The operation of this <br /> structure has no set schedule. <br /> 3) At times,when the hydropower plant is generating, the system fails and the <br /> turbines shut down. When this happens, the water in the power canal goes into <br /> siphon and is discharged down a wasteway chute directly into the river. It is <br /> difficult to tell from the drawings, however, it is our concern that both"Deflector <br /> #5" and"Boulder Cluster#3" would be in a direct line of the water coming off the <br /> power canal. This can be anywhere from 400 to 800 cfs at a time. Our concern is <br /> that both of those structures could be damaged or destroyed and any kayakers <br /> happening to be in the area at the time could be seriously injured or killed. We <br /> would ask that those structures be eliminated from the proposed whitewater park <br /> and all traffic be directed away from that channel. <br /> 4) We do not see any plans for either law enforcement, public safety and/or no <br /> trespass signage. If the upper end of the proposed whitewater park remains where <br /> it is designed, we are concerned about public intrusion at, on and around our <br /> check structure located off 38 Road at our pumping facility. <br /> 5) The Upper Colorado Endangered Fish Recovery Program provides ESA <br /> compliance for all water depletions/diversions' impacts on endangered fish, <br /> including OMID's. The Program has spent millions on fish screens and fish <br /> passages in the Grand Valley area. The Corps must ensure that the proposed <br /> whitewater park will not interfere with the operation of fish screens, fish passages, <br /> or the movement of endangered fish through the Grand Valley. <br /> Thank you for the opportunity to comment on this proposed project.
