It has been suggested that the macroinvertebrates and fishery communities in the reach <br /> of the river should be monitored for a period of 5-7 years after completion to illustrate <br /> effects. Monitoring should include an unaffected control area to illustrate potential <br /> changes in the affected environment. Proponents should provide additional funding if <br /> the State is required to complete monitoring. <br /> HYDROLOGICAL <br /> The placement of largely non porous structures in over 50% of the bankfull cross <br /> sectional areas could affect the flood stage of the river at each point. If such were to <br /> occur liability issues could arise. The project design should address how these <br /> changes provide safe conveyance of flows during high water, especially near hardened <br /> bank structures (terracing, hot springs pools, etc). The proponents should identify how <br /> they have addressed potential changes in river flood stage on adjacent landowners <br /> property without diminishing the value/use of their land. Liability indemnification should. <br /> be provided to private ownerships. <br /> MAINTENANCE <br /> Grout is a central part of the stability of the proposed plan. The proponent must provide <br /> a reasonable and substantiated estimate for the lifespan of the grout in this application. <br /> The proponent must provide assurances as to the stability of the material, suitable <br /> inspection protocol to assure the stability, and proper maintenance recommendations <br /> for its care. <br /> Responsibility for the evaluation, maintenance and repair of the proposed installation <br /> (especially on private land) must be addressed by the proponent in writing. The <br /> proponent should provide landowners with written agreements stating how these <br /> elements of maintenance and liability will be addressed. <br /> Although we agree with the proposals attempt to maximize the surface water recreation <br /> potential during a very brief period of the year (late spring and summer) it does not <br /> appear to provide enhancement for the river channel through other periods of the year. <br /> The proponent needs to clearly address the value of the proposed "restoration" to the <br /> river channel and its biota during all seasons of the year. <br /> COMMENTS: <br /> 1. The 404 application form is incorrect with regard to the name of the water body <br /> (Clear Creek,), project location (Golden, Co) and directions to the site. A vicinity map <br /> showing location of activity site, name of water body, applicable political jurisdictions, <br /> roads, north arrow, and scale is required for 404 applications. <br /> 2. The applicant does not provide sufficient quantitative description of existing <br /> conditions for use in evaluating the project. It is difficult to evaluate the effect of the <br />
