without removing any, a lack of prelimimuy assessment„ the destruction o/'a <br /> USGS gauging station, and a lack of a public comment period for the specific <br /> work done, These issues are outside the eapertise oft& CDOW and we <br /> encourage the Corps to seek the expert opinion of others on these matters. <br /> I would also like to address these concerns that Mr. Dorsey notes are outside of <br /> his area or expertise: <br /> • Hardening(Ole river banks: As noted, the river banks were <br /> already rip-rapped and covered with broken concrete,sheet pile <br /> and rebar mesh. This was removed and replaced with natural <br /> stone. <br /> ▪ Adding.fill into the river without removing any Any excess fill <br /> generated will be removed from the site. Any trash,broken <br /> concrete,etc will be removed from the river. It can be assumed <br /> that the quantity of fill being removed for the "thalweg pools" will <br /> be removed from the river. Other till material (temporary and <br /> permanent)will be used on site,without affecting the flood stage. <br /> ▪ Lack of Preliminary assessment and public comment: There has <br /> been considerable public interest and comment leading up to the <br /> design phase of this project (see To of Pagosa Springs for <br /> detailed meetings and public comment). There was a public <br /> meeting held on Tuesday, May lOth, 2005 specifically for this <br /> project in which no negative comments were received. We also <br /> look forward to any comments received during the public comment <br /> period associated with this permit application. Additionally, <br /> significant preliminary assessment was done before phase I work <br /> began and significant preliminary and final design continues on <br /> phase 2. Design work was preceded by both on site visits and <br /> significant site research. <br /> • The destruction of a MS Gauging, station: This issue has been <br /> resolved between the City of Pagosa Springs and the USGS, <br /> Mr. Dorsey has also asked that Phase II plans be made available for all <br /> appropriate review, which we arc happy to do through the 404 comment process. We <br /> will be happy to address any future comments at that point in time. Please amend this <br /> letter to our current permit application in order to make our comments available to Mr. <br /> Dorsey and others throughout the public comment period.
