Design Report for Canon City Whitewater Kayak and Recreation Park in the Arkaas River • I. Introduction A Memorandum of Agreement between the City of Canon City and the Colorado Water Conservation Board outlines terms in which the Whitewater Kayak and Recreation Park (WKRP) could be designed to provide non-consumptive recreational uses (MOA, 2008). Under this agreement, the goal of constructing the Canon City WKRP would be: 1). provide a reasonable recreation experience; 2)promote maximum utilization of the State's water resources; and, 3) allow Colorado to fully use its compact entitlements. The City of Canon City recognizes that Chaffee County has obtained a water right for a Recreational In-Channel Diversion that is administered at the Wellsville Gauge on the Arkansas River, which is located near the Freemont County line approximately 60 miles upstream of Canon City(MOA, 2008). There are a number of diversions between the Wellsville Gauge and the proposed WKRP;however, the exercise of the Chaffee County RICD may help provide a reliable flow in the Arkansas River at the proposed Whitewater Kayak and Recreation Park. The Whitewater Kayak and Recreation Park design flows identified herein are equivalent to the Chafee County RICD flow rates, and represent the minimum amount of water to achieve a reasonable recreational experience. The design flow periods are based on Chaffee RICD flow periods, as it is expected that these periods support recreational uses on the Arkansas River in Canon City.
