Design Report for Canon City Whitewater Kayak and Recreation Park in the Arkansas River <br /> • M. Summary <br /> The Colorado Water Conservation Board has funds available for the design and <br /> construction of whitewater parks that are designed and constructed in a manner so as to <br /> comport with Colorado's statutory requirements and the Board's rules and policies <br /> regarding Recreational In-Channel Diversions ("RICDs"); and <br /> Colorado Water Conservation Board supports the protection of non-consumptive uses <br /> within the State in a manner so that they are compatible with the Board's responsibilities <br /> to maximize utilization of Colorado's water resources and the protection of Colorado's <br /> entitlements under interstate Compacts and equitable apportionment decrees. <br /> The proposed design meets the first goal outlined in the MOA agreement between Canon <br /> City and the CWCB. Our opinion is based on the fact that the recreational experiences <br /> sought,which include three distinct levels of freestyle kayaking, can be efficiently met <br /> with flows equivalent to Chaffee county RICD flows. The USGS gage located at Canon ' c , ,s <br /> City is available for administration of the design flows and all federal and state permitting ° t <br /> requirements will be met. The design flows are the minimum for each structure as shown j XAp <br /> in the hydraulic analyses. The design would not significantly increase the Base Flood <br /> Elevations and changes would be addressed in a City effort to revise flood insurance <br /> maps for existing conditions. The final design would have an adequate factor of safety to <br /> be considered stable under the 100-year flood scenario. The proposed project is expected <br /> to have insignificant temporary environmental impacts associated with construction and <br /> • no long-term environmental impacts. The proposed WKRP is expected to provide an <br /> economic asset to Canon City.
