Project Summary— Upper Platte and Beaver Canal Company <br /> SECTION 1 -BORROWER INFORMATION <br /> Name: Upper Platte and Beaver Canal Company, a Colorado nonprofit <br /> corporation <br /> Type of Entity: Colorado nonprofit corporation <br /> Address: 28601 Hwy. 34, Brush, Colorado 80723 <br /> Contact: Bart Ginther <br /> Phone Number: 970.768.9346 <br /> E-mail address: upbccompany @gmail.com <br /> SECTION 2—PROJECT DESCRIPTION <br /> A. Description of PROJECT: The Project is the Hospital Road Recharge Facility and Bridge <br /> Widening Project ("PROJECT"). The purpose is to construct an augmentation pond to adjust <br /> the timing of recharge flows to the South Platte River and widen to the existing bridge at its <br /> main diversion facilities for improved maintenance access and is located in Morgan County. <br /> The total estimated project cost is $210,000. <br /> B. Description of Feasibility Study: The CWCB has reviewed a feasibility study report dated <br /> June 2014, on the PROJECT, titled "Loan Feasibility Study for the Upper Platte and Beaver <br /> Canal Company-Hospital Road Recharge Facility,"which was prepared by John C. Faux, <br /> P.E., of TZA Water Engineers, a consulting engineering firm located in Lakewood, <br /> Colorado. The feasibility report is incorporated herein by this reference. Based upon the <br /> feasibility report, the CWCB determined the PROJECT to be technically and financially <br /> feasible. <br /> SECTION 3—CWCB's AUTHORITY <br /> Construction Fund: This loan is made pursuant to the provisions of §§ 37-60-119 and <br /> 37-60-120, C.R.S., which authorize the CWCB to loan money for water projects from the <br /> CWCB Construction Fund for the benefit of the people of the state, provided that the <br /> borrower assures repayment of that money. <br /> Section 37-60-122(1)(b) C.R.S., authorizes the CWCB to make loans of up to <br /> $10,000,000 from the CWCB's Construction Fund without prior approval from the General <br /> Assembly. <br /> SECTION 4-BOARD APPROVAL <br /> At its July 17, 2014 meeting the CWCB approved a Small Project Loan, from the <br /> Construction Fund to the BORROWER, in an amount up to $189,000 for PROJECT costs with <br /> a loan service fee of 1% in accordance with CWCB Policy No. 16 resulting in a loan service <br /> fee of $1,890 and a total loan amount of $190,890 at an interest rate of 1.75% per annum <br /> for a repayment term of 10 years. <br /> SECTION 5—SCHEDULE OF EXISTING DEBT <br /> No other debt backed by Borrower's pledged assessment revenues and pledged <br /> collateral described in Section 6 below, exists. <br /> Appendix 1 <br /> Page 1 of 4 <br />
