Map and legal description <br /> Section 7 directs that the map and legal description shall have the <br /> same force and effect as if included in the legislation, and that in <br /> case of discrepancy, the map is controlling. <br /> Section 8. Wilderness potential <br /> Section 8 makes clear that this legislation does not preclude or <br /> restrict the authority of the Secretary of Agriculture to evaluate the <br /> suitability of roadless and unroaded areas adjacent to the wilderness <br /> area for inclusion in the National Wilderness Preservation System in the <br /> future. The Committee recognizes that the boundary as drawn around the <br /> 1111 canyon rim is sufficient at this time to protect Deep Creek's wilderness <br /> character. However, H.R. 2963 does not restrict the consideration of <br /> these roadless and unroaded areas around the canyon rim for wilderness <br /> designation in the future. The Committee finds that such designations <br /> may prove appropriate in the future, should support for such <br /> designations emerge within the affected agencies, locally elected <br /> officials, and interested citizens. <br /> COMMITTEE OVERSIGHT FINDINGS AND RECOMMENDATIONS <br /> Regarding clause 2 (b) (1) of rule X and clause 3 (c) (1) of rule XIII of <br /> the Rules of the House of Representatives, the Committee on Resources ' <br /> oversight findings and recommendations are reflected in the body of this <br /> report. <br /> CONSTITUTIONAL AUTHORITY STATEMENT <br /> Article I, section 8 of the Constitution of the United States grants <br /> Congress the authority to enact this bill. <br /> COMPLIANCE WITH HOUSE RULE XIII <br /> 1. Cost of Legislation. Clause 3 (d) (2) of rule XIII of the Rules of <br /> the House of Representatives requires an estimate and a comparison by <br /> the Committee of the costs which would be incurred in carrying out this <br /> bill. However, clause 3 (d) (3) (B) of that rule provides that this <br /> requirement does not apply when the Committee has included in its report <br /> a timely submitted cost estimate of the bill prepared by the Director of <br /> the Congressional Budget Office under section 402 of the Congressional <br /> Budget Act of 1974. <br /> 11111 <br /> 2 .
