5. What action is required by the CWCB? <br /> • <br /> • The CWCB staff should review the draft CTC agreement that has been provided by <br /> FEMA. Comments should be discussed with FEMA and Urban Drainage. The final <br /> language in the agreement should be reviewed by the CWCB. <br /> • The CWCB should complete its process of reviewing designation procedures relating to <br /> "future conditions" hydrology and discuss it with FEMA and Urban Drainage for their <br /> concurrence. <br /> • When FEMA and Urban Drainage agree on technical procedures for mapping "existing <br /> conditions' and "future conditions" floodplains, the CWCB should be involved in <br /> finalizing those procedures. <br /> • When FEMA and Urban Drainage agree on technical procedures for "judging the <br /> reasonableness of District hydrology", the CWCB should be involved in finalizing those <br /> procedures. At present, CWCB staff does not feel that there is any regional regression <br /> procedure for the Denver metropolitan area that would serve as an acceptable means for <br /> checking District hydrology, so more scientific work remains to be done to deal with this <br /> issue. <br /> RECOMMENDATION: <br /> The staff recommends that it be authorized to carry out the specific actions listed in the answer to <br /> question # 5 above. The CWCB needs to participate in the finalization of the language of the 111 <br /> CTC agreement and in the development of specific technical procedures associated with the <br /> implementation of the agreement. The CWCB does not need to be a signatory to the agreement <br /> in order to assure compliance with its Rules and Regulations. <br /> Proposed Motion <br /> The Board, having reviewed the Board memorandum summarizing the proposed Cooperating <br /> Technical Communities (CTC) agreement between FEMA and the Urban Drainage & Flood <br /> Control District, now moves as follows: to support the concept of a Cooperating Technical <br /> Communities (CTC) agreement between FEMA and the Urban Drainage & Flood Control <br /> District and to authorize the CWCB staff to carry out the specific actions listed under Question# <br /> 5 in the DISCUSSION section of the memorandum, in furtherance of the consummation of the <br /> CTC agreement. <br /> Motion By <br /> Second By <br /> For <br /> Against <br /> L:\Boardmem\March 99\24-CTC Agreement.doc • <br />
