Headwaters Corporation <br /> • <br /> Providing Services as Office of the Executive Director for <br /> Platte River Recovery Implementation Program <br /> Summary of Significant Activity for the Period <br /> June 29 to July 26, 2014 <br /> Land Plan Implementation <br /> Land Plan management activities were focused on oversight of contractor work on summer season <br /> activities. Land Plan acquisition activities were focused on multi-party holding consolidation, disposal of <br /> excess properties, and acquisition of OCSW and Palustrine wetlands. Specific activities include: <br /> Focus of real estate acquisitions/disposal for this period was a continuation of several long-term activities: <br /> • Discussions for excess property disposal included on-going discussions of these tracts <br /> o Broadfoot-Newark property including a land swap with NGPC for a parcel land-locked by <br /> the Elm Creek Complex and sale of remaining acres—with approval of GC this is moving <br /> to closure before final quarter of 2014. Sale to private party completed, NGPC portion <br /> difficult to assess. <br /> o A series of land swaps among PRRIF, TNC, and WTC to consolidate ownership in three <br /> bridge segments—On track for final approval at September GC. <br /> o Discussions with BELF regarding acquiring lands in the Kearney to Odessa reach <br /> through a land trade of PRIFF Property(with a no build easement) in Fort Kearny <br /> Complex(Blessing Tract) and cropland at John's tract in Elm Creek Complex. Likely an <br /> auction format will be required to complete transaction. <br /> o Coordination with NDOR regarding land in Kearney to Odessa reach showing little <br /> progress. <br /> • Finalization of legal documents concerning 40 acre undivided interest in Younkin Tract of Rowe <br /> Sanctuary completed. <br /> • Pursuit of a property in Kearney—Odessa segment back on table following land owner contact. <br /> • Search for palustrine wetland tracts and OCSW sites producing limited potential. <br /> Focus of land management activities for this period was: <br /> • Extensive effort involved in noxious weed control activities due to wet, cool spring that caused <br /> proliferation of thistle and other noxious weeds on all complex properties. Efforts include <br /> coordination and oversight of spraying contractors and staff time for spot spraying follow up <br /> actions. <br /> • Oversight of fencing contractor wrap-up on several complexes (Leaman West and Binfield tracts <br /> in Shoemaker Island Complex and John's tract in Elm Creek Complex). <br /> • Routine and on-going discussion with neighboring land-owners in conformance with Good <br /> Neighbor Policy for all properties. <br /> • Construction and signage for new parking lots and boundary demarcations to accommodate <br /> introduction of additional properties into PRRA program initiated. <br /> • Participation in PVWMA meeting on July 3rd in Kearney, NE. <br /> 1 <br />
