resulting in deeper and narrower channel rather that shallow wide channels. While information
on this issue is preliminary Colorado is concerned that the Service may look to the South Platte as
long-term source of sediment and this might effect how Colorado provides program water. We
will need to keep a very close eye on this issue.
V. Budget
As part of the programs effort to establish and live within a budget the committees representing
the three main components of the proposed program: water, land and monitoring and research
met to determine what could and could not be accomplished within the original $75 million dollar
budget estimate. The results of this effort indicate that, based on the current knowledge of the cost
of land and development of water projects,the available budget is not adequate to meet the land
and water objectives of the program. In addition, significant reductions in monitoring and
research can be accomplished but valuable information would not be acquired. Consequently, a
budget increase will ultimately be needed. Additional work is required to identify a realistic and
acceptable budget level. We will keep you informed on this and other important issues as
negotiations continue.
