Section 2 of the Act authorized the Colorado Water Conservation
Board to contract for a study which would investigate problems related to flooding and
identify and evaluate potential solutions to address channel conveyance, sediment
deposit, vegetative management, reservoir operations, and riparian removal and
plantings.
The study was divided into two reaches. They are: 1) Lower reach: John Martin Reservoir
(JMR)to Colorado/Kansas stateline, and 2)Upper Reach: JMR upstream to the Pueblo/Otero
County line. Additional aerial mapping and groundwater analysis initiatives were identified
for the Upper Reach once the study process was undertaken. For the Lower Reach, the Board
has an accepted workplan.
The workplan, which is currently under contract between the CWCB and Albuquerque
Corps for the Lower Reach, includes 1) hydraulic/sediment investigation, 2)historical
flow paths, 3)recommendations for channel maintenance activities,4)review of
reservoir operations, and 5) vegetative management. The aerial mapping and field data
collection portion of the study were contracted and obtained and were the sole
responsibility of CWCB.
411
