ATTACHMENT 4 <br /> FPR 98-471 • <br /> Flood Hazard Boundary Map, Town of Keenesburg, Colorado, September 19, <br /> 1975. <br /> KEY ISSUES: <br /> • The FHBM contains approximate floodplain information for local storm drainage problem <br /> areas related to minor drainageways within the community. <br /> • The storm drainage problems identified on the FHBM can be addressed through prudent land <br /> use practices,future stormwater capacity improvements, and local regulation. <br /> • FEMA concluded that there were no significant floodplain problems in Keenesburg and <br /> effectively rescinded the FHBM by a letter dated August 24, 1981. <br /> COMMUNITY RESPONSE: <br /> The Town of Keenesburg sent a letter to the CWCB requesting rescission of the 1975 FHBM. <br /> After a meeting with the town and conducting a site visit,CWCB staff agreed that the FHBM <br /> should be rescinded. The town is supportive of the Board's proposed rescission of the 1975 <br /> map. <br /> SUMMARY: • <br /> The staff recommends Board approval of the floodplain resolution for the Town of Keenesburg <br /> rescinding the 1975 FHBM. The approximate floodplain information contained in the FHBM does <br /> not meet the Board's "Floodplain Designation and Approval Rules". The rescission will assure <br /> that inappropriate floodplain information for Keenesburg,for the purposes of federal regulation and <br /> flood insurance, is explicitly left unapproved by the state, thereby complying with state statutory <br /> requirements. The rescission will in this particular case_ specifically call attention to the storm <br /> drainage problems in the identified area, and recommend that those problems be regulated and dealt <br /> with at the local level. <br /> • <br />
