The Board and General Assembly previously authorized a$25,000 non-reimbursable investment
from the Construction Fund for the purposes of a flood mitigation project on Frenchman Creek. Staff
further requests that the $25,000 deauthorized funds are transferred to the staff's requested non-
• reimbursable investment for the Colorado Floodplain Map Modernization Program.
Discussion
The original intent of the non-reimbursable investment was to provide matching dollars for a potential flood
project conducted by the U.S.Army Corps of Engineers, Omaha District. This potential project has not come
to fruition and the non-reimbursable investment has been on the books since 2001 (Senate Bill 01-157). The
CWCB will work with Holyoke and Phillips County via alternative funding mechanisms and will continue to
provide technical support to those local governments. In addition, CWCB staff requests that the deauthorized
funds be transferred to the Colorado Floodplain Map Modernization Program (see separate memo for this
request).
Staff Recommendation
Staff recommends that the Board request that the General assembly deauthorize $25,000 previously
authorized from the Construction Fund for a project on Frenchman Creek in the vicinity of Holyoke,
Colorado and subsequently transfer said funds to the Colorado Floodplain Map Modernization Program.
•
Flood Protection•Water Supply Planning and Finance•Stream and Lake Protection
Water Supply Protection•Conservation and Drought Planning
