Non-reimbursable Investment Application-CWCB Construction Fund <br /> Form Revised August 8,2003 <br /> area (Upper San Miguel Basin), Gunnison County, Upper Gunnison Watershed Program <br /> (new proposed permit), Central Colorado Rockies Program (Upper Arkansas WCD), and <br /> the Grand Mesa Program. The ski areas of Vail/Beaver Creek and Telluride are not <br /> included in this application as their programs are not water augmentation but recreation <br /> based. The original Telluride permit only included the ski area but has since been expanded <br /> and generators have been added to include areas outside of the ski resort and town that <br /> benefit snowpack and streamfiow and that portion of the seeding generators is funded by the <br /> San Juan WCD and the Southwestern WCD. Denver Water is not included in this request <br /> either as they have a good yearly operating budget. The request would go for the Arkansas <br /> Watershed part of the program as the two major funding organizations that are the Water <br /> Conservancy Districts. <br /> 4. One is the board memo from July 2003, the Chairman Eric <br /> Wilkinson, asked the CWCB staff to package the staff recommendations into a Non <br /> reimbursable request to the Construction Fund. The second is a paper for the Weather <br /> Modification Journal that shows that the Utah DWR acts as both the state regulator and a <br /> granting organization with no conflict of interest and has provided a steady source of <br /> funding to cost share with water users since 1976. A target control evaluation of the Denver <br /> Water Program target area showed between an 11% and 15% increase in snowpack. A <br /> presentation by Fred Schmidt of the San Juan Water Conservancy District summarized was: <br /> The San Juan WCD needed $5 million to purchase land for a reservoir site and $80,000 to <br /> continue the cloud seeding program and the mill levy that funds them raises $42,000 <br /> annually. The need for state assistance as smaller organizations work to solve their water <br /> problems was evident.
