Water Supply Finance and Construction Program — Project Data
• Grantee: Colorado Water Conservation Board County: Statewide
Project Name: Demonstration Projects for Wintertime Weather Modification Programs
Project Type: Cost share grants with water conservancy and conservation districts
Drainage Basin: All River Basins in Colorado Water Source:N/A
Total Project Cost: $20,0000 Funding Source: CWCB Const. Fund
Type of Grantee: State government for Water Conservancy/Conservation Districts
Median Household income: N/A
CWCB Non-Reimbursable Inv.: $20,000 Interest Rate:N/A Term:N/A
SUMMARY
In response to the 1999-2002 drought Colorado water users investing millions of dollars in cloud
seeding programs. Evaluation of these programs in the Denver Water area have shown small
incremental increases in snowpack at relatively low costs per acre-foot to develop. Many of the
sponsoring entities in these programs are water conservation and water conservancy districts. These
sponsoring entities have requested state assistance to cost share in the operational year programs. The
Utah Division of Water Resources revolving loan fund has offered these grants and cost shared with
the water users since 1976. The CWCB staff requests $20,000 for the CWCB construction fund to
create a demonstration project that would divide the funds evenly among the projects that have water
• conservation and conservancy districts as project sponsors. This would be the equivalent of$3,333 to
the San Juan Mountains Program, Upper San Miguel Drainage Program, Gunnison County Program,
the Grand Mesa Program, Upper Gunnison Tributaries Program (proposed for fall-spring 2003-04),
and the Central Rockies Program (Upper Arkansas WCD). This is a one-time grant request to see if
such a program is needed or will be utilized by Colorado water users. The staff requests is due to two
main reasons: multiple benefits to recreation, streams and reservoirs through enhancement snowpack;
and assistance has been requested by water users with these programs.
REM r:r
i
Target Areas
Clevamess
- BNN!ipeMWW
' Ttlinidat$mliaot -r
1:314°7 'MW
-i6,ers
Project Impact Area
