Three new projects (section 1 ) would not he authorized <br /> and could not, therefore, be contructed. However, <br /> until the $22. 5 million borrowed from the construction <br /> fund is repaid, these projects cannot be started <br /> anyhow. Thus, they could be authorized by the 1985 <br /> General Assembly without being delayed. <br /> 2. Section 2 of the bill is important. . It authorizes the <br /> Board to proceed out of priority with construction of <br /> already authorized projects. This section would extend <br /> this provision from July 1, 1984, to July 1, 1985, and <br /> add four more projects . If not passed, these temporary <br /> priorities will expire on July 1, 1984, and the Board <br /> will have to revert to the originally authorized <br /> priorities. Since there is not enough cash now <br /> available to cover all authorized projects, several of <br /> the projects listed in section 2 of this bill, because <br /> they are recently authorized projects, could not go <br /> forward as available monies would have to be reserved <br /> for projects with earlier statutory priorities, even <br /> though they may not be ready. for construction. <br /> 3. Sections 3-7 of the bill contain mostly technical <br /> amendments . Their failure to pass would be of no <br /> consequence, with one exception.
