•
The individuals listed in the upper section of each table are SCWU members who have
developed replacement supplies. These members are given credit for their replacement
supplies when assessment notices are completed. In other words, SCWU lease of replacement
supplies from their members is accounted for as a dollar credit against that members well
depletion assessments.
SCWU also leased in 2006 recharge accretions from other organizations and individuals.
These leases are shown at the bottom of Table 1. These entities are the Julesburg Irrigation
District(JID),South Platte Lower River Group Inc.,Lower South Platte Water Conservancy
District,Farmers Grain and Jim Kontny. As shown at the bottom of Table 2, SCWU also
leased water from the Williamson and Kontny augmentation wells where the lease consists of
the payment by SCWU of the electrical costs for pumping the Williamson and Kontny
augmentation wells and the payment of a maintenance/conveyance fee.
The following describes the grant amounts available to SCWU per the September 2004 Grant
Guidelines Memo from CWCB. The total SCWU lease payment for augmentation replacement
supplies in 2006 was$131,030(Tables 1 plus 2). The total days of river call where SCWU had
to replace out-of-priority well depletions during the 2006 water year are listed at the top of
Table 1. For 2006,the call days were 165.67 days. The average call days in the lower South
Platte River were 84 days. The following computes the grant amount for 2006.
2006
. Lease cost of augmentation water $131,030
Number of drought call days 165.67
Average number of call days 84
Call day ratio 165.67/84=1.972
Cost reduction $131,030/1.972=$66,445
Grant amount $131,030-$66,445=
$64,585
The Program per the September 2004 Guidelines also provides funds for engineering and
attorney fees equal to 5%of the grant amount. Multiplying 1.05 times$64,585 gives a total
grant amount for reimbursement to SCWU for 2006 of$67,814.
Please contact me for any further required information or clanfications related to the SCWU
accounting and computed grant amount. NCWCD and I continue to applaud the CWCB and
the State of Colorado for this excellent program of financial assistance to imgated agriculture
during these times of drought and expanded costs for well augmentation.
• 2
