• The individuals listed in the upper section of each table are SCWU members who have <br /> developed replacement supplies. These members are given credit for their replacement <br /> supplies when assessment notices are completed. In other words, SCWU lease of replacement <br /> supplies from their members is accounted for as a dollar credit against that members well <br /> depletion assessments. <br /> SCWU also leased in 2005 recharge accretions from other organizations and individuals. <br /> These leases are shown at the bottom of Table 1. These entities are the Julesburg Irrigation <br /> District (JID), South Platte Lower River Group Inc. (SPLRG) that operates the Tamarack <br /> Recharge Project, Lower South Platte Water Conservancy District, Farmers Grain and Jim <br /> Kontny. As shown at the bottom of Table 2, SCWU also leased water from the Kontny <br /> augmentation well where the lease consists of the payment by SCWU of the electrical costs for <br /> pumping the Kontny augmentation well and the payment of the conveyance fee to JID for <br /> delivery of the pumped water through JID ditches to the S. Platte River. <br /> The following describes the grant amounts available to SCWU per the September 2004 Grant <br /> Guidelines Memo from CWCB. The total SCWU lease payment for augmentation replacement <br /> supplies in 2005 was $85,120 (Tables 1 plus 2). The total days of river call where SCWU had <br /> to replace out-of-priority well depletions during the 2005 water years are listed at the top of <br /> Table 1. For 2005, the call days were 105.3 days. The average call days in the lower South <br /> Platte River were 84 days. The following computes the grant amount for 2005. <br /> • • 2005 <br /> Lease cost of augmentation water $85,120 <br /> Number of drought call days 105.3 <br /> Average number of call days 84 <br /> Call day ratio 105.3/84=1.2536 <br /> Cost reduction $85,120/1.2536=$67,902 <br /> Grant amount $85,120-$67,902= <br /> $17,218 <br /> The Program per the September 2004 Guidelines also provides funds for engineering and <br /> attorney fees equal to 5% of the grant amount. Multiplying 1.05 times $17,218 gives a total <br /> grant amount for reimbursement to SCWU for 2005 of$18,079. <br /> Please contact me for any further required information or clarifications related to the SCWU <br /> accounting and computed grant amount.
