• of call while in 2004, this was changed to leasing all recharge credits from April 1 through <br /> October 15 at$20/ac-ft. <br /> The individuals listed in the upper section of each table are SCWU members who have <br /> developed replacement supplies. These members are given credit for their replacement <br /> supplies when assessment notices are completed. In other words, SCWU lease of replacement <br /> supplies from their members is accounted for as a dollar credit against that members well <br /> depletion assessments. <br /> SCWU also leased in 2003 and 2004 recharge accretions from other organizations and <br /> individuals. These leases are shown at the bottom of Tables 1A (2003) and 2A (2004). These <br /> entities are the Julesburg Irrigation District (JID), South Platte Lower River Group Inc. <br /> (SPLRG) that operates the Tamarack Recharge Project, Lower South Platte Water <br /> Conservancy District, Farmers Grain and Jim Kontny. As shown at the bottom of Tables 1B <br /> (2003) and 2B (2004), SCWU also leased water from the Kontny augmentation well where the <br /> lease consists of the payment by SCWU of the electrical costs for pumping the Kontny <br /> augmentation well and the payment of the conveyance fee to JID for delivery of the pumped <br /> water through JID ditches to the S. Platte River. <br /> The following describes the grant amounts available to SCWU per the September 2004 Grant <br /> Guidelines Memo from CWCB. The total SCWU lease payment for augmentation replacement <br /> • supplies in 2003 was $70,466 (Tables 1A plus 1B) and in 2004 was $95,257 (Tables 2A plus <br /> 2B). The total days of river call where SCWU had to replace out-of-priority well depletions <br /> during the drought years of 2003 and 2004 are listed at the top of Tables 1A and 2A. For 2003, <br /> the call days were 159 days and for 2004, the call days were 195 days. Per phone discussion <br /> with Mike Serlet on 1/31/2005, the average call days in the lower South Platte River were 84 <br /> days. The following computes grant amounts for 2003 and 2004. <br /> 2003 2004 <br /> Lease cost of augmentation water $70,466 $95,257 <br /> Number of drought call days 159 195 <br /> Average number of call days 84 84 <br /> Call day ratio 159/84=1.893 195/84=2.321 <br /> Cost reduction $70,466/1.893=$37,225 $95,257/2.321=$41,041 <br /> Grant amount $70,466-$37,225 $95,257-$41,041 <br /> $33,241 $54,216 <br /> The total grant amount for 2003 plus 2004 is $87,457. The Program per the September 2004 <br /> Guidelines also provides funds for engineering and attorney fees equal to 5% of the grant <br /> amount. Multiplying 1.05 times $87,457 gives a total grant amount for reimbursement to <br /> SCWU of$91,830. <br /> Please contact me for any further required information or clarifications related to the SCWU <br /> • accounting and computed grant amounts.
