The grants would reimburse LAWMA for
acquisitions that it has now made from two sources, both Article II storage water under the 1980
Operating Agreement. The first is from the Hyde Ditch in the amount of 1000 acre-feet for$42,000
L. and second is from the Sisson Ditch,Richard Helfrich,in the amount of approximately 1360 acre-feet
for S52-00.0. LAWMA has already made payment from its own account of the$40,000 to the Hyde
Ditch and seeks reimbursement for that. LAWMA is obligated to make payment to Helfrich for the
Sisson water on or before January 10, 2003. Mr. Helfrich desired to receive payment next year for
tax reasons.
Attached are copies of the Assignment and Bill of Sale on the Hyde and a copy of the
Agreement and the Assignment and Bill of Sale on the Sisson water. Yesterday I sent a letter to you
memorializing the situation on the Hyde Ditch. I attach a copy of that as well.
The situation on the Helfrich acquisition is as follows. Last week Mr:Helfrich came
into the LAWMA office to inquire about the possibility of extending his pumping allowance on his
own wells by 500 acre-feet. He indicated he had something over 1900 acre-feet of Article II water
• that could be used in part for that purpose. Don Higbee advised Helfrich that LAWMA wasn't very
interested in extending his pumping allowance but it would be interested in acquiring his Article II
