STATE OF COLORADO
411 Colorado Water Conservation Board' `
Department of Natural Resources tom
1313 Sherman Street Room 721 as
D
41. fi
enver,Colorado 80203 Gy
Phone:(303)866-3441 +
FAX:(303)866-4474 4 9 17 i
www.cwcb.state.co.us
MEMORANDUM Bill Ritter,Jr.
Governor
To: Colorado Water Conservation Board Harris D.Sherman
Finance Committee Executive Director
Dan McAuliffe
From: Linda Bassi CWCB Acting
Stream and Lake Protection Section Director
Date: September 6, 2007
Re: CWCB Finance Committee Meeting
Water Supply Planning and Finance–Non Reimbursable Projects
St. Vrain Creek Corridor Committee Low Flow Enhancement Program
Boulder County Parks and Open Space ("BCPOS") has applied, on behalf of the St. Vrain Creek
Corridor Committee, for a $48,525 non-reimbursable investment for a demonstration project on St.
Vrain Creek involving the installation of three FlumeGates(manufactured by Rubicon Systems) adjacent
to certain diversion structures on St. Vrain Creek between Lyons and Longmont. The gates will allow
for low flow bypass control as well as accurate measurement of those flows, thereby protecting
streamflows on St. Vrain Creek. BCPOS is collaborating on this project with the City of Longmont, the
St. Vrain &Left Hand Water Conservancy District, the Colorado Division of Wildlife, Trout Unlimited,
the Colorado Water Trust, and other participants in the St. Vrain Creek Corridor Committee. This non-
reimbursable investment would partially fund the purchase and installation of F1umeGates as described
herein. The total project cost is $97,050.
Background
The St. Vrain Creek Corridor Committee ("Committee") is comprised of state and local governmental
agencies (including the CDOW and CWCB), conservation organizations, and private citizens working
cooperatively to preserve and protect the St. Vrain Creek Corridor. St. Vrain Creek, stretching from the
foothills near Lyons to the plains near Longmont, represents one of the best natural aquatic environments
along the Front Range, supporting important native fisheries. Four state-listed species occur with St.
Vrain Creek-- the common shiner, brassy minnow, stone cat and Iowa darter—all of which are
threatened by continued low flows in the Creek. The Committee's primary focus is to protect the aquatic
habitat of the St. Vrain Creek by protecting streamflow levels during critical periods. The Committee
hopes to reconcile both consumptive and nonconsumptive needs through infrastructure and management
strategies within the constraints of Colorado water law. BCPOS is a member of the Committee and is
acting as the grant applicant because it has the capacity to manage the grant on behalf of the Committee.
Flood Protection•Water Project Planning and Financing•Stream and Lake Protection
Water Supply Protection•Conservation Planning
