(the Construction Fund exists primarily to <br /> provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br /> reimbursable investments are approved only when the project or study is of statewide interest and <br /> benefits a wide range of people and organizations, and/or a large geographical area. <br /> This is a CWCB initiated project and does not have any components that would lend itself to <br /> a loan. <br /> 6. (Submit one copy with this application): <br /> In conformance with the Disaster Mitigation Act of 2000(P.L. 106-390),Colorado is responsible for triennial <br /> updates to the State's Natural Hazard Mitigation Plan("NHMP"). In 2007,CWCB provided information in <br /> support of updating the drought portions of the State's NHMP. This information compiled and expanded upon <br /> previously recommended actions found in existing documents including the State of Colorado Natural Hazard <br /> Mitigation Plan 2004 and its annex,the 2002 Colorado Drought Mitigation and Response Plan(both of which <br /> were approved and adopted by the Office of the Governor),the 2004 Drought&Water Supply Assessment <br /> (DWSA),and the 2004 Statewide Water Supply Initiative(SWSI)Phase I.The need for this Program is supported <br /> by CWCB's responsibility under the NHMP and Drought Plan to periodically review and maintain an updated <br /> Drought Mititgation and Response Plan(last updated in 2002). The need for this Program will further support the <br /> Office of Water Conservation&Drought Planning's ability to implement its statutory mission(§37-60-124& <br /> 126.5)as it pertains to providing drought mitigation planning technical assistance and the Office's ability to <br /> accmmnlish its nhiectives under the C'WCR Strategic Plan_ <br />
