Memorandum to CWCB Page 3
An allocation of$50,000 was used, along with funds that had been allocated to flood hardening projects in
previous years, to flood harden several critical stream gaging sites. The following table is a summary of
the flood hardening projects initiated or completed in FY07:
Surface Creek near Cedar Edge,Cableway(final phase)* $870.00
So.Platte at Waterton $5,412.82
So.Platte below Chatfield Res $140.00
Cucharas River at Boyd Ranch* $4,500.00
Rio Grande River at County Line Rd* $24,483.80
Arkansas River bl Catlin Dam* $255.03
Arkansas River at Portland $1,154.95
High flow msmt/rating verification—StreamPro ADCP $20,240.00
Indirect rating extension survey eqmt $4,321.80
*work at gages marked with(*)is only partially complete and will carryover into FY08.
Planned Refurbishment of Existing Stream Gases in FY08
DWR, in responding to the needs of CWCB, COEM, LEM and NWS,will use its FY08$55,000 allocation
from CWCB for refurbishing several existing stream gages. Approximately half of Colorado's satellite-
linked gaging stations are located in the rivers and streams of the state. The others are located on ditches,
canals, and reservoirs. The electronic equipment is attached to mechanical equipment in and along the
stream channel, and electronically relays the data sensed by the mechanical measuring devices. If the
mechanical equipment and associated stream gage structures are not properly maintained and periodically
refurbished, the quality of the data diminishes.
In FY08 refurbishment projects and estimated costs have been identified at the following sites(sites and
amounts may change due to circumstances):
• Roubideau Creek at the Mouth near Delta $7,500.00
Boulder Creek near Orodeli $5,500.00
Cache La Poudre at Canyon Mouth $1,000.00
N.Fork Cache La Poudre below Seaman Res $3,000.00
Hoosier Pass Tunnel $500.00
San Antonio River near Manassa $2,100.00
Gamer Creek near Villa Grove $500.00
N.and S.Crestone Creeks near Crestone $800.00
S.Channel Conejos River near LaSauses $2,500.00
Razor Creek below Vouga Reservoir $1,500.00
Arkansas River at Granite cableway refurb $1,300.00
Purgatoire River at Trinidad-install wire weight gage $500.00
Div 8-ILLRANCO,MICMERCO shelters,stilling wells $1,200.00
Willow Creek bl Steamboat Lake $1,000.00
Florida R.above Lemon Reservoir $500.00
Navajo River at Banded Peak Ranch $500.00
LAPBRECO/LAPCHECO ramp flume stabilization $8,000.00
Straight Creek Tunnel $4,000.00
Replacement of Satellite Telemetry Equipment
DWR requests$245,000 for replacement of out-dated DCPs and associated satellite telemetry equipment
and upgrading satellite transmission components. The National Oceanic and Atmospheric Administration
(NOAA)operates the satellite via which we relay the water flow data to the central computer in Denver.
The use of this satellite and all the ancillary hardware and software, including staffing, is valued at$430
million dollars and is provided to the State of Colorado at no charge. The worldwide use of the satellite has
increased to the point that, in the future, more data will be transmitted more often. NOAA has, therefore,
mandated that all DCPs using the satellite for data transmission must be upgraded to transmit at a faster
rate by 2013. Many of the DCPs that DWR operates cannot be upgraded. The useful life of the
