Non-Reimbursable Project Investment Application-CWCB Construction Fund <br /> Form Revised November 2011 <br /> • <br /> 5. Explain why you are requesting a grant, instead of a loan. (the Construction Fund exists primarily to <br /> provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br /> reimbursable investments are approved only when the project or study is of statewide interest and <br /> benefits a wide range of people and organizations,and/or a large geographical area. <br /> A regular funding program does not currently exist for non-federal matching dollars,other than the CWCB <br /> construction fund,for the required non-federal cost-share that would allow Colorado to fully take advantage of <br /> millions of federal grant dollars over the coming years. FEMA is providing increased levels of funding for <br /> floodplain map modernization in those States that are able to support and provide matching funds. The State match <br /> is bolstered by additional matching dollars and in-kind services from local governments,which allows Colorado to <br /> capitalize on this tremendous opportunity. The goal is to update and modernize Colorado's aging fleet of floodplain <br /> maps for floodplain management,flood hazard mitigation,flood insurance,and flood response purposes.In addition, <br /> the new digital maps will eventually be integrated into the Flood DSS to enhance Colorado's decision making tools. <br /> • 6. (Submit one copy with this application): <br /> j There are a number of scopes of work that are completed or in progress to address floodplain mapping activities <br /> in Colorado. Copies of these can be made available as needed and are also located on the L:drive in the Section A <br /> folder. At the onset of the Map Modernization program,the CWCB developed a Business Case Plan which <br /> determined priorities for countywide DFIRM projects for each year of the program. The priorities were <br /> determined upon several factors. The Business Case Plan is a working document amended for FEMA and the <br /> State to reassess the previous determined priorities,previous project completions and yearly anticipated budget. <br /> The Program has now transitioned to Risk Map,which will integrate the role of Risk in the map modernization <br /> process.
