Our mission is to protect, conserve,and <br /> develop Colorado's water resources. The WM permitting program is the Executive Director's Office of <br /> DNR program that has been delegated to the CWCB Director since 1987. Due to more frequent and <br /> prolonged droughts several new water manager sponsored programs developed after 2002 and <br /> requested CWCB assistance to help address shortages through seeding. <br /> Part B.-Description of the Project or Study <br /> 1. Name of the study or project: CWCB Weather Modification Grants—Water User Cost Share <br /> Program <br /> 2. What is the purpose of this grant application? Check one. <br /> Study <br /> This is cost share and technical assistance and development <br /> Demonstration project. help to locally sponsored cloud seeding programs. This money <br /> Rehabilitation or is also matched with money for the Colorado River Seven <br /> replacement of existing Basin States and supports the water augmentation initiatives of <br /> X those agreements. Typically the CWCB is 17%,Lower Basin is <br /> Other(Please describe) 17%and the remaining 65%comes from Local sources for <br /> $1 M/year for winter seeding programs <br /> 3. General location of the study or demonstration project. (Please include county, and approximate distance <br /> and direction from the nearest town): <br /> There are seven wintertime permits in Colorado in: Upper Colorado Central Mtns, Vail/Beaver Creek,Grand Mesa, <br /> Gunnison,Telluride/Dolores,Western San Juan Mountains,and Eastern San Juan Mountains. <br /> 4. Please provide a brief narrative description of the proposed study or demonstration project including <br /> purpose, need, and service area. (Attach scope of study, if available) <br /> There is a 2008 board adopted CWCB Weather modification Strategic Plan that explains the mission <br /> which is essentially a balance of grants to extend time of operations,technical assistance and funding in <br /> modernizing equipment and methods, and studies and evaluations that will help determine the <br /> effectiveness of seeding programs. There are agreements between the CWCB and Lower Basin and <br /> CWCB and New Mexico Interstate Stream Commission to provide annual grants if funding is available <br /> to assist in the development and operations of our seven wintertime cloud seeding programs.
