• MEMORANDUM TO: CWCB Finance Subcommittee Members FROM: Dan McAuliffe DATE: July 30, 2008 RE: Water Planning Studies Background The CWCB needs funding to meet unanticipated needs for planning funds and to provide assistance to local entities related to water planning. These requests often take the form of small grants that help local entities. The General Assembly has in the past authorized and appropriated money to the agency for"water Planning Studies." The amount the CWCB has remaining in the Construction Fund authorized for Water Planning Studies has been reduced over time. Past Water Planning Projects Basin Planning Fact Sheets Basin Planning Meetings Center for Southwest Studies Water Quantity/Water Quality Facilitation(Joint Board Meeting) . Dolores Water Conservancy District and the Ute Mountain Ute Tribe joint reconnaissance study, including Totten and Plateau Creek Reservoirs Highland Ditch Company Evaluate Canal Modernization and Secondary Water System Options Union Ditch Company Evaluate Canal Modernization and Secondary Water System Options New Consolidated Lower Boulder Reservoir and Ditch Company Evaluate Canal Modernization and Secondary Water System Options Previous Funding: $225,000 Previous Disbursements: $175,727 Available Balance: $ 49,273 This application would restore the balance of the money available for such activities to the level of about $150,000. Recommendation (written as proposed statutory language) The Board should approve the inclusion the following provision in the 2009 Projects Bill: SECTION_. Water Planning Studies. (1) The Colorado water conservation board is authorized to expend up to one hundred thousand dollars ($100,000) from the Colorado water conservation board construction fund to continue providing funds for water related planning activities. (2)The moneys appropriated in subsection(1) of this section shall remain available for the designated purposes until the project is completed •
