CWCB LONG RANGE PLAN <br /> Adopted July 20, 1994; Revised May 23, 1995 <br /> Page 7 <br /> Colorado's compact apportioned waters, and to.insist upon the use of <br /> Colorado's water rights system to satisfy federal water needs. <br /> GOAL 2 DEVELOPMENT OF COLORADO'S WATER RESOURCES: To promote <br /> necessary and appropriate development of Colorado's water resources. <br /> Objective Enhance Water Supplies and Develop Colorado's Compact Allocations: <br /> To promote the construction of water resource projects through technical <br /> and financial assistance for new or enlarged storage or diversion facilities <br /> which anticipate and prepare for periods of drought and develop <br /> Colorado's compact allocations. <br /> Objective Specific Projects: To secure the development and completion of the <br /> following specific projects by December 2003: the Animas-La Plata <br /> Project, the enlargement of Elkhead Reservoir, and a reformulated San <br /> Miguel Project. <br /> • Objective Federal Project Water: To promote contract terms and conditions <br /> conducive To reliable availability of water at reasonable cost from federal <br /> facilities in Colorado for municipal, agricultural, industrial, and other <br /> beneficial uses. <br /> Objective Secure Future Development Opportunities: To assist water users in the <br /> development of new water supplies in Colorado by exploring the utility of <br /> "development allowance" agreements with the appropriate local, state, and <br /> federal agencies and affected interests in each major river basin. <br /> Objective Rehabilitation of Restricted Storage Capacity: To reduce by 40 percent the <br /> amount of existing water storage capacity which has been restricted as a <br /> result of dam safety concerns by December 1998 by using Construction <br /> Fund monies for rehabilitation, where appropriate (approximately 144 <br /> KAF restricted in 1993). <br /> Objective Rehabilitate Existing Infrastructure: To assist in the rehabilitation and <br /> improvement of diversion structures, canals, ditches, pipelines, and other <br /> raw water collection and delivery facilities through loans from the <br /> Construction Fund. <br /> Objective Reduce Dam Spillway Requirements: To coordinate with the State <br /> Engineer and provide financial assistance for a review of the "probable <br />
