Some of these initiatives may affect CWCB's operations, <br /> including limits on state spending, changes in the permissible uses of lottery funds, constraints <br /> on the diversion of water from one basin to another, and introduction of the "public trust" <br /> doctrine into Colorado water law. <br /> We are aware that Colorado law and government are always in a state of change and <br /> accept that CWCB programs and management will need to remain flexible. <br /> • <br />
