I <br /> 1.0 CWCB Overview <br /> 1.1 Mission ' <br /> The Colorado Water Conservation Board was created by the Legislature in 1937 'for <br /> the purpose of aiding in the protection and development of the waters of the state,for <br /> the benefit of the present and future inhabitants of the state." [37-60-102, CRS] <br /> The duty of the Colorado Water Conservation Board (CWCB) is "to promote the <br /> conservation of the waters of the state of Colorado in order to secure the greatest <br /> utilization of such waters and the utmost prevention of floods." [37-60-106(1), CRS] I <br /> 1.2 Board Composition I <br /> The Colorado Water Conservation Board is a Type 1 agency within the Department <br /> of Natural Resources. The CWCB consists of fifteen members. The Governor appoints <br /> eight members from the state's major river basins and one member from the City and <br /> County of Denver. All of the appointees are subject to Senate confirmation and serve <br /> three year terms. The Executive Director of the Department of Natural Resources is an <br /> ex-officio, voting member. The Director of the CWCB, State Engineer, Attorney <br /> General, the Commissioner of the Agriculture Department, and the Director of the <br /> Division of Wildlife are ex-officio, non-voting members. I <br /> To the extent possible, appointments to the Board include persons experienced in <br /> water resource management, water project financing, engineering, planning, development I <br /> of water projects, water law, and irrigated farming, or ranching.
