I <br /> retain a consultant to prepare the study and report the results to the Technical Advisory <br /> Committee and the Board. <br /> I <br /> 5.6 Rio Grande Headwaters Restoration Project <br /> The Board recommended up to $200,000 be appropriated to assist the San Luis Valley <br /> Water Conservancy District in initiating a detailed cooperative planning investigation of <br /> the Rio Grande River from the southern Alamosa County line to the town of South Fork <br /> in Rio Grande County. The purpose of the investigation is to evaluate the feasibility of <br /> various river restoration projects, to improve channel conveyance capacity, reduce <br /> vulnerability to flood damages, improve water diversion, restore riparian habitat, and <br /> facilitate delivery of interstate compact commitments. The scope of work for the <br /> planning investigation will be developed by the Board in consultation with a technical <br /> advisory committee consisting of water users interested in the Rio Grande basin. <br /> 5.7 Arkansas River Basin Water and Storage Needs Assessment - <br /> Phase 2 <br /> The Board recommended to the General Assembly the authorization of$25,000 to <br /> the Southeastern Water and Storage Needs Assessment Enterprise to assist in the <br /> development of a storage options plan as part of Phase 2 of the Arkansas River Basin <br /> Water and Storage Needs Assessment. The assessment includes analyzing various <br /> alternatives to address future storage demands in the Arkansas River basin. Alternatives <br /> to be considered are interruptible supply agreements or water banking as a means to <br /> provide water to cities during periods of drought, as well as various means to slow the <br /> trend of drying agricultural lands caused by Arkansas Valley water right transfers. <br /> 5.8 Cherry Creek Reservoir Flood Safety Investigation <br /> The CWCB recommended an appropriation of up to $75,000 to match non-state <br /> funding of a technical evaluation and public review of probable maximum precipitation <br /> and probable maximum flood values associated with the Cherry Creek Reservoir. The <br /> Study will be conducted in cooperation with the National Weather Service, the U.S. <br /> Army Corps of Engineers, and other state and local government agencies. <br /> 5.9 Change in Statutes <br /> The Board recommended the state statutes be amended to create a new account in <br /> the Construction Fund for the purpose making small grants to help pay the costs of <br /> preparing water project feasibility studies. This amendment was approved by the General <br /> Assembly and included in Sec. 37-60-122.7 CRS. The account was created as a <br /> permanent account defined by the remaining balance in the account at the end of the any <br /> fiscal year shall remain in the account and not revert to the Colorado Water Conservation <br /> Board Construction Fund. <br /> CWCB FY99 Annual Report,page 31 <br />
