1 <br /> directed to transfer $1,000,000 from the Litigation Account to the Capital Account of the <br /> Species Conservation Trust Fund. Expenditures from the fund are intended to promote <br /> conservation of native wildlife species whose populations are declining. The General <br /> Assembly initially appropriated $10 million into the fund from several sources. The <br /> Executive Director of the Department of Natural Resources, in consultation with the <br /> CWCB and the Colorado Wildlife Commission, must annually prepare a list of programs <br /> eligible to receive funding from the fund. <br /> 2.11 Publications Account <br /> In 1994 through SB94-029, the General Assembly created the Publications Account <br /> within the Construction Fund. A starting balance of $5,000 was transferred into the <br /> account. Fees were established by the Board to recover costs for disseminating data and <br /> to be able to recover costs for minor expenses such as photocopying. Revenue to the <br /> account is now derived mainly from the sale of board meeting notebooks. The <br /> publications account has been used to publish documents related to the Stream and Lake <br /> Protection Program and a brochure for the Conservation Planning Section. The balance in <br /> the account was $6,322 on June 30, 1999. <br /> I <br /> 2.12 Authorized Loans from the Construction Fund <br /> Pursuant to Section 37-60-122(1) (b), CRS, the Colorado Water Conservation Board I <br /> has recommended annually, and the General Assembly has authorized, loans from the <br /> Construction Fund. In FY 1999, the Board recommended seven new loans from the <br /> Construction Fund totaling $12.5 million as shown in the following table. Each loan <br /> represents partial funding of the total cost of the projects. The Board's recommendations <br /> for loans in 1999 were incorporated into Senate Bill 99-173 that was passed by the <br /> General Assembly and signed by Governor Owens on May 24, 1999.
