1
directed to transfer $1,000,000 from the Litigation Account to the Capital Account of the
Species Conservation Trust Fund. Expenditures from the fund are intended to promote
conservation of native wildlife species whose populations are declining. The General
Assembly initially appropriated $10 million into the fund from several sources. The
Executive Director of the Department of Natural Resources, in consultation with the
CWCB and the Colorado Wildlife Commission, must annually prepare a list of programs
eligible to receive funding from the fund.
2.11 Publications Account
In 1994 through SB94-029, the General Assembly created the Publications Account
within the Construction Fund. A starting balance of $5,000 was transferred into the
account. Fees were established by the Board to recover costs for disseminating data and
to be able to recover costs for minor expenses such as photocopying. Revenue to the
account is now derived mainly from the sale of board meeting notebooks. The
publications account has been used to publish documents related to the Stream and Lake
Protection Program and a brochure for the Conservation Planning Section. The balance in
the account was $6,322 on June 30, 1999.
I
2.12 Authorized Loans from the Construction Fund
Pursuant to Section 37-60-122(1) (b), CRS, the Colorado Water Conservation Board I
has recommended annually, and the General Assembly has authorized, loans from the
Construction Fund. In FY 1999, the Board recommended seven new loans from the
Construction Fund totaling $12.5 million as shown in the following table. Each loan
represents partial funding of the total cost of the projects. The Board's recommendations
for loans in 1999 were incorporated into Senate Bill 99-173 that was passed by the
General Assembly and signed by Governor Owens on May 24, 1999. More detailed
information regarding these loans can be found in Appendix C.
I
TABLE 6 1
Loans Recommended from the Construction Fund in FY 1999
Priority € Borrower-Project = County Loan Amount
a Sterling Irrigation Company- Logan $318,583
Sterling Ditch No. 1 Diversion&Headgate Rehabilitation
b Columbine Ranches Property Owners Association- Adams $305,250
Purchase of Augmentation Water*
c
City of Ouray- Ouray $25 000
tY Y ,
Skyrocket Creek Deflection Structure Rehabilitation
CWCB FY99 Annual Report,page 16
