r <br /> PREFACE <br /> I <br /> The CWCB Construction Fund is an important tool for providing low-interest loans to construct <br /> and repair water resources infrastructure in Colorado. The fund is primarily designed to help <br /> develop new water storage capacity and to capture lost storage through repairs and rehabilitation of <br /> existing structures. FY 97 was a record year for both the number of project loans completed and the <br /> value of loans for the completed projects. <br /> This year,the Colorado Water Conservation Board will seek legislative authorization to provide <br /> spending authority totaling $21.38 million. The Board recommends authority to make low interest <br /> loans totaling$18.81 million to fund 17 water development projects statewide and $2.57 million in <br /> grants for 7 studies and projects. The recommended grants include provisions for continued CWCB <br /> funding support for computerized systems and investigations that will enable the state to better plan <br /> and manage its water resources. The Board also recommends decreases totaling$6.82 million for <br /> 8 previously authorized loans and transfer of$2.00 million for the creation of 1 loan account within <br /> the Construction Fund. <br /> Peter H.
