1
1 4.0 Non-Reimbursable Grants and Other Recommendations
From time to time over the years, the Board has recommended, and the General Assembly has
approved, the use of the Construction Fund to support a number of non-reimbursable(grant)studies,
investigations, and projects. This year the Board is recommending 7 non-reimbursable studies and
projects totaling $2.57 million. These grant recommendations are listed in Table 8 below.
TABLE 8
' Colorado Water Conservation Board
1998 Grant Recommendations
Grantee Project k County .w Amoubt
..
CWCB and State Engineer- basinwide 2,000,000
Rio Grande Decision Support System Data Collection&Design
State Engineer- statewide 120,000
Satellite Monitoring System Maintenance Continuation _
State Engineer- basinwide 75,000
Arkansas River Well Measurement Program Continuation
CWCB- Douglas 200,000
Chatfield Reservoir Reallocation Feasibility Study Increase
CWCB- basinwide. 56,000
South Platte River Multi-Objective Floodplain Management Plan Continuation
CWCB- Routt 30,000
ILower Elk River Floodplain Management Plan
Denver Museum of Natural History/U.S.Geological Survey- Denver Basin 90,000
Geo-Hydrologic Investigation of the Denver Basin Aquifers
' Total $2,571,000
I
4.1 Rio Grande Decision Support System Data Collection and Design
A contractor has recently com p leted a feasibili ty study under the guidance of a technical advisory
committee (TAC). Significant savings in design costs will be realized due to our work on the
Colorado River Decision Support System. However the extensive groundwater component in the
Rio Grande basin will require a significant expenditure for collection of new data. The project is
estimated to cost up to $5.0 million over 3 years including$3.5 million for data collection and$1.5
million for design. Based upon the recommendation of the TAC, the CWCB recommends an
appropriation of up to $2,000,000 during FY98-99 to the Division of Water Resources and the
CWCB to collect data, manage the design of the system, develop the necessary databases, models,
and user tools, and to acquire, operate, and maintain the associated hardware and software. The
CWCB and Division of Water Resources will continue to rely upon the TAC for advice.
1
CWCB FY97 Annual Report,page 25
