1 <br /> PREFACE <br /> I <br /> ' The CWCB Construction Fund is an important tool for providing low-interest loans to <br /> construct and repair water resources infrastructure in Colorado. The fund is primarily used to <br /> help build new dams and reservoirs and to capture lost storage through repairs and rehabilitation <br /> 1 of existing structures. <br /> This year, the Colorado Water Conservation Board will seek legislative authorization to <br /> ' provide low interest loans totaling $5.9 million to fund eight water development projects <br /> statewide. The 1996 Construction Fund bill also includes provisions for continued CWCB <br /> ' funding support for computerized systems and investigations that will enable the state to better <br /> manage and evaluate options for the Colorado and South Platte rivers. <br /> In a separate bill, SB96-124, the Board is seeking $4.0 million from the Construction Fund <br /> for loans and grants to water users in the lower Arkansas River basin to help acquire water rights <br /> for well pumping augmentation plans. <br /> Daries C.
