4.8 Tamarack Project and Continuation of Demonstration Projects <br /> tThe Board recommends it be authorized to expend a total of up to $300,000 from the Colorado <br /> water conservation board construction fund to cooperate with the South Platte Lower River Group <br /> ' for the following purposes: <br /> (A) up to $240,000 for construction of the Tamarack groundwater recharge project to meet <br /> potential obligations toward a South Platte River basin endangered species recovery program, and <br /> (B) up to $60,000 for continuation of making grants for demonstration projects. <br /> ' The amounts authorized would be in addition to amounts authorized previously for the South <br /> Platte Lower River Group, and remain available for the designated purposes until the projects are <br /> ' completed. <br /> 4.9 Grand Valley Water Management Project <br /> ' To further the goals stated in section 37-60-122.2 (1) (a), CRS,notwithstanding the provisions <br /> of paragraphs (1)(b), (1)(c), (2)(b), (2)(c), and (4) of section 37-60-122.2, CRS, the Board <br /> recommended it be authorized to make a$1,250,000 non-reimbursable grant to the U. S. Fish and <br /> ' Wildlife Service from the Fish and Wildlife Resources Account for Grand Valley Water <br /> Management Project proposed by the Recovery Program. <br /> 4.10 Native Aquatic Species Facility <br /> P tY <br /> To further the goals stated in section 37-60-122.2 (1) (a), CRS, notwithstanding the provisions <br /> of paragraphs (1)(b), (1)(c), (2)(b), (2)(c), and (4) of section 37-60-122.2, CRS, the Board <br /> ' recommended it be authorized to make a non-reimbursable $2,000,000 grant to the Colorado <br /> Division of Wildlife from the Fish and Wildlife Resources Account for development and initial <br /> operation of a Native Aquatic Species Facility. <br /> 4.11 Arkansas River Well Pumping Measurement Study <br /> At the January 1997 meeting, the Board recommended the CWCB and the State Engineer be <br /> �'Y g <br /> authorized to expend up to $100,000 for a study of well pumping measurements in the Arkansas <br /> River basin. <br /> As a result of the litigation with Kansas in the Arkansas River basin, a controversy has arisen <br /> between the states concerning the proper technique to measure well pumping. Kansas' position is <br /> that only totalizing flow meters are appropriate. Colorado's position is that the power consumption <br /> ' coefficient (PCC) method is appropriate in certain situations and should be used since it is more <br /> efficient and less costly. <br /> CWCB FY96 Annual Report,page 29 <br />
