Project Summary— Boxelder Basin Regional Stormwater Authority, <br /> a drainage authority pursuant to C.R.S. §29-1-204.2 <br /> Contract No. C150352 <br /> SECTION 1 —BORROWER INFORMATION <br /> Name: Boxelder Basin Regional Stormwater Authority, <br /> a drainage authority pursuant to C.R.S. §29-1-204.2 <br /> Address: 1627 East 18th Street, Loveland, Colorado 80538 <br /> Contact: Stan Myers <br /> Phone Number: 970-669-3611 <br /> E-mail address: stanm @pinnacleconsultinggroupinc.com <br /> Type of Entity: The Boxelder Basin Regional Stormwater Authority is a <br /> drainage authority formed pursuant to and governed by C.R.S. §29-1-204.2 <br /> and the Intergovernmental Agreement dated August 20, 2008, by and among <br /> the Board of Commissioners of Larimer County, Colorado, the City of Fort <br /> Collins, Colorado, and the Town of Wellington, Colorado, including all <br /> amendments thereto. <br /> Section 2— Project Description <br /> A. Description of PROJECT: The BORROWER applied to the CWCB for a loan to be <br /> used for the construction of the Larimer and Weld Canal Crossing Structure <br /> Project, located in Larimer County, hereinafter referred to as the PROJECT, at an <br /> estimated total project cost of $1,139,000. The PROJECT consists of the <br /> construction of a structure designed to convey water from Boxelder Creek across <br /> the Larimer-Weld Canal. The purpose of this PROJECT is to pass the Boxelder <br /> Creek flood flows back into the Boxelder floodplain on the south side of the <br /> canal. This will reduce the risk of canal embankment failure during flood events. <br /> B. Description of Feasibility Study: The CWCB has reviewed the Loan Feasibility <br /> Study, dated April 1, 2013, titled "Feasibility Study for Larimer and Weld Crossing <br /> Structure" prepared by Pinnacle Consulting Group, Inc. with engineering support <br /> from Andrea Faucett, P.E. of Ayres Associates of Fort Collins, Colorado, which is <br /> incorporated herein by reference. The study was prepared in accordance with the <br /> CWCB guidelines. Based upon the feasibility report, the CWCB determined the <br /> PROJECT to be technically and financially feasible. <br /> SECTION 3—CWCB's AUTHORITY <br /> Construction Fund: This loan is made pursuant to the provisions of §§ 37-60-119 <br /> and 37-60-120, C.R.S., which authorize the CWCB to loan money for water projects <br /> from the CWCB Construction Fund for the benefit of the people of the state, provided <br /> that the BORROWER assures repayment of that money. <br /> Section 37-60-122(1)(b), C.R.S., authorizes the CWCB to make loans of up to <br /> $10,000,000 from the CWCB's Construction Fund and the State Severance Tax Trust <br /> Fund Perpetual Base Account Fund without prior approval from the General <br /> Assembly. <br /> Appendix 1 to Loan Contract C150352 <br /> Page 1 of 4 <br />
