Yuma County, Colorado <br /> ' Reconciliation of the Statement of Revenues, Expenditures and Changes <br /> in Fund Balances of Governmental Funds to the Statement of Activities <br /> December 31,2009 <br /> r <br /> ' Net Change in Fund Balances of Governmental Funds 1,350,534 <br /> Amounts reported for governmental activities in the Statement of Activities are different because: <br /> ' Governmental funds report the effect of issuance costs,premiums, and discounts when the <br /> debt is first issued,whereas these amounts are deferred and amortized in the Statement <br /> of Activities. The following amounts represent the net effect of these differences in the <br /> treatment of long-term debt and related items: <br /> ' Premium on bonds issued 4,158 <br /> Debt issue costs (24,638) (20,480) <br /> Rent revenue for governmental funds is recognized when measurable and available. <br /> ' However,in the Statement of Activities,rent revenue is recognized over the term of the <br /> lease. This represents the net effect of the difference in the treatment of this lease <br /> revenue. 250,000 <br /> 1 Governmental funds report capital outlays as expenditures. However, in the Statement of <br /> Activities,the cost of those assets is allocated over their estimated useful lives as <br /> depreciation expense. <br /> Capital outlay 1,121,506 <br /> ' Depreciation expense (1,925,678) (804,172) <br /> Governmental funds report asset sales if proceeds are received. The government wide <br /> financial statements report the sale of capital assets at the proceeds less the book value of <br /> the assets. Thus,the change in net assets differs from the change in fund balance by the <br /> cost of the capital assets sold. (34,820) <br /> 1 Some expenses reported in the Statement of Activities do not require the use of current <br /> financial resources and therefore,are not reported as expenditures in governmental funds. <br /> Change in landfill closure and post closure liability 6,376 <br /> Change in accrued interest payable (145,654) <br /> 1 Change in unaccreted interest (7,054) <br /> Change in accrued compensated absences (47,322) (193,654) <br /> Repayment of debt obligations are expenditures in the governmental funds,but the repayment <br /> 1 reduces long-term liabilities in the Statement of Net Assets.
