State Wildlife Area project is only one component of the overall Tamarack plan. The <br /> construction and operational costs for individual projects that eventually contribute to the <br /> Tamarack Plan are envisioned to be funded with a combination of state and water user dollars. <br /> The Tamarack Plan will primarily function for the benefit of overall state interests related to <br /> habitat issues. <br /> Task Four - Establish Process for Long-term Agreement and Funding. Already, water users in <br /> the lower South Platte River have utilized the CWCB loan process for improvement projects. <br /> These successes have created a positive relationship that should prove useful in the future as users <br /> begin to pursue long term reregulation projects that require funding above individual entities <br /> ability to pay. <br /> Task Five-Preparation of Reports. The SPLRG has committed to utilize their findings and <br /> information to create a report for the purposes of SB-74 legislation, which requires information <br /> outlining the development opportunities and the issues confronting Colorado in the lower South <br /> Platte River. Additionally, a final project report related to the CWCB grant will also be done in <br /> connection with the contract awarded by the CWCB. <br /> New Request <br /> In order to continue to identify and develop opportunities to meet needs in the lower South Platte <br /> River, the SPLRG is requesting an additional grant from the CWCB. The majority of the request <br /> (80 %) is associated with continuation of projects involved in the Tamarack Plan to meet <br /> Colorado's possible obligations in a basinwide recovery program. As shown below, this portion <br /> of the request would allow for the construction of four additional wells, the placement of <br /> additional pipeline, and some earthwork to be accomplished in connection with the Tamarack <br /> Plan. This level of development would enlarge the Tamarack Plan to be capable of diverting an <br /> additional 16 cfs, or 32 acre feet per day. In combination with the existing well,the total annual <br /> production of the wells is expected to pump between 7,000 and 10,000 acre feet per year. <br /> The remaining twenty percent of the funds would be utilized to continue existing and new project <br /> development along with informational activities in the lower South Platte River that address <br /> issues other than habitat concerns in central Nebraska. These funds would be combined with <br /> additional water user contributions to follow up and continue existing efforts to reregulate flows <br /> in private systems that would benefit Colorado water users.
