, a <br /> Agenda Item 18h. 2 <br /> November 26, 1996 <br /> The SPLRG is now requesting a grant in amount of $300K. $240K of the grant will be used <br /> to continue the Tamarack Project, and $60K will be for other demonstration projects now under <br /> consideration. <br /> DISCUSSION <br /> The SPLRG will again contribute $20K in cash, and approximately $75K in "in-kind" services <br /> toward the Study and demonstration projects. <br /> One primary purpose of these projects is to provide augmentation water for the Lower South <br /> Platte at times when the South Platte River Compact is in force. In addition, the Tamarack <br /> Project is the primary component to be offered by the State of Colorado in the Habitat Recovery <br /> Plan being developed by the states of Colorado, Wyoming, and Nebraska in conjunction with <br /> the Department of Interior. Since the study benefits are so broad, and of general State interest, <br /> funding should be in the form of a Grant. <br /> The Study will prioritized the projects, and identify those with the best benefit/cost ratio. The <br /> most cost effective projects on the list will be constructed, possibly with loan funding from the <br /> CWCB. The entire proposal is attached. <br /> STAFF RECOMMENDATION <br /> The staff recommends: <br /> 1. That a construction fund Grant in an amount of $300,000 be approved for the <br /> South Platte Lower River Group, Inc. to continue the Tamarack Project, and other <br /> ground water demonstration projects for the lower South Platte River, and <br /> 2.
