Box 880
Trinidad, CO 81082
RE: Proposal to provide Dam Breach Flood Inundation Mapping for Fisher Peak
Detention Dam FPC-1, Fisher Peak Detention Dam FPC-2, and Pinon Canyon
Detention Dam
Dear Mr.Acre:
Per your request, W. W. Wheeler and Associates, Inc. (Wheeler) is pleased to submit this
proposal for professional engineering services related to providing dam breach flood
inundation mapping for the Fisher Peak Detention Dam FPC-1, Fisher Peak Detention Dam
FPC-2, and Pinon Canyon Detention Dam Emergency Action Plan (EAP). Wheeler is very
familiar with the EAP inundation mapping format that is required by the Dam Safety Branch
(DSB) of the Colorado Division of Water Resources (DWR) and has recently prepared
several inundation maps including North Lake Dam and Monument Lake Dam in Colorado
that have been accepted by the DSB.
Scope of Work
The inundation maps will show only the inundation limits associated with a sunny day dam
failure at normal water storage in each reservoir which is required by the DSB. We will also
provide you with mapping that shows the spillway discharge inundation downstream of each
• dam as requested by the DSB. It is anticipated that the inundation mapping will extend
downstream of the dams to a location on the Purgatoire River where there is no potential for
loss of life and no significant property damage to meet the SEO's mapping termination
guidelines. Our work only includes preparation of the inundation maps and does not include
preparation of the dam EAPs.
3700 S.
