The Cooperative Project <br /> is a multi-purpose project that will provide a number of long-term water supply benefits to a wide <br /> variety of interests in the basin. The Cooperative Project will develop a comprehensive,efficient water <br /> management plan of existing decreed water rights in and out of the Rio Grande Reservoir and to other <br /> interconnected storage vessels that will result in a partnership among all beneficiaries of the Project. <br /> The proposed rehabilitation work associated with the Cooperative Project involves a complete <br /> overhaul of the outlet works,seepage control through the reservoir embankment,the <br /> reconstruction/enlargement of the spillway,federal land swap,and overall project management. <br /> The$5 million grant to San Luis Valley Irrigation District to initiate and construct the Cooperative <br /> Project was authorized and appropriated in the 2012 Projects Bill. An additional$15 million was also <br /> authorized in the 2012 Projects Bill,which will be disbursed as a combination loan/grant at a later date. <br /> The total cost of the Cooperative Project is estimated at$20 million. Specifics efforts that have been <br /> completed or are that are still in progress with the$5 million grant are summarized as follows: <br /> - $1,256,000 Reservoir Design(C154210)—In Progress <br /> - $282,000 Clay Liner Material Development(C154213)- Completed <br /> - $249,000 Federal Land Swap(C154223)—In Progress <br /> - $240,000 Project Management C154219)—In Progress <br /> - $1,950,000 Seepage Control at Reservoir (C154238)-Completed <br /> Contracts C154210, C154219,and C154223 are currently active and are scheduled to expire on <br /> June 30,2014. It was the hope that the project activities under these three contracts would have <br /> been completed within the two year completion time provided in the contracts.
