• • <br /> the-science and meteorological understanding related to PMP development. Emphasis will be <br /> placed on procedures used in the most current studies accepted by state and federal regulators <br /> (e.g.the Nebraska and Arizona statewide studies). For procedures that are consistent with the <br /> most current PMP science and practice, an evaluation of the accuracy and reliability of such <br /> procedures will be completed. <br /> An explicit comparison of EPAT v4.2 rainfall depth, area and duration results for the Rio Grande <br /> Dam drainage basin against respective results from NOAA Atlases 2 and 14, HMR 49, and HMR <br /> 55A will be completed. In addition, AWA will provide a preliminary assessment of PMP values <br /> based on transpositioning of extreme storms in the AWA storm library that includes storm <br /> analyses used in site-specific PMP studies in Colorado, as well as storms used in the Arizona <br /> statewide PMP study. <br /> Completion of the above tasks will provide detailed and comprehensive evaluations on the <br /> performance and reliability of EPAT. Comparisons will be completed on the state-of-the-science <br /> of the EPAT procedures and the implementation of those procedures in the GIS software. With <br /> this information, AWA will make recommendations regarding any modifications and/or <br /> replacement of EPAT procedures and/or software to improve the science and reliability of the <br /> EPAT program to meet reliability standards for use by the DSB. AWA is uniquely qualified to <br /> make these recommendations having completed more than 30 PMP studies across North <br /> America and developed the PMP Evaluation Tool during the Arizona statewide PMP study. <br /> Internal progress reviews and quality control evaluations will be completed periodically(at least <br /> bi-weekly)by the project manager. Special attention will be paid to meeting the schedule for the <br /> 60%, 90%and final reports as well as assuring that each review task is comprehensively <br /> completed as proposed in the Approach section of this proposal. By using AWA personnel who <br /> have focused expertise and experience in each area(i.e. meteorological, storm analyses, and <br /> GIS), efficient use of resources will be achieved. <br /> Tasks <br /> The following tasks as provided in the RFP Scope of Work will be performed in this review: <br /> Task 1 Familiarization with EPAT <br /> Review the EPAT v4.2 program and EPAT Phase I deliverables in order to thoroughly <br /> understand how EPAT works and to understand known errors and concerns. Dr Tomlinson will <br /> lead the meteorological review and Mr. Muhlestein will lead provide a top level review of the <br /> GIS code review. <br /> Task 2 Evaluate the EPAT Storm Library <br /> Evaluate spatial and temporal characteristics of the storm data included in the EPAT Storm <br /> Library for completeness, reliability and accuracy. Mr. Hultstrand will lead this review. <br /> Task 3 Evaluate In-place Maximization and Transposition Procedures <br /> The in-place maximization factors for each storm in the EPAT Storm Library will be evaluated. <br /> In addition,the storm transposition procedure will be reviewed to access the reliability of <br /> horizontal and vertical adjustments. Mr. Kappel will lead this effort. <br /> Task 4 Evaluation of the EPAT Procedures <br />
