1 <br /> 9 <br /> 1 Description of the Water <br /> 1 Conservation Board and the <br /> 1 Construction Fund Loan Program <br /> 1 <br /> Overview <br /> The Colorado Water Conservation Board(the Board) is a Type 1 agency within the <br /> Department of Natural Resources. The Board is the State's primary water policy and <br /> 1 planning agency. The statutory duty of the Board is to promote conservation of the <br /> State's waters in order to ensure their greatest utilization and to assist in flood <br /> prevention. One program that helps the Board meet its statutory duty is the <br /> ' Construction Fund Loan Program (Program). This program provides loans for <br /> projects that will either increase the beneficial consumptive use of Colorado's <br /> undeveloped compact-entitled waters and/or repair or rehabilitate existing water <br /> storage and delivery systems. The Board, with approval of the General Assembly, <br /> authorizes loans to local governments, water districts, and private companies for a <br /> 1 variety of projects that are important to water conservation in Colorado. Since <br /> inception of the Program in 1971, the Board has disbursed about $119 million for <br /> 159 water projects. See Appendix B for a list of completed project loans. <br /> ' The Board is composed of 14 members. Nine members are appointed by the• <br /> Governor to represent geographical areas of the State. There are also five ex-officio <br /> members: the executive director of the Department of Natural Resources, the <br /> Attorney General,the State Engineer,the director of the Division of Wildlife,and the <br /> staff director of the Board. The Board's staff includes the director and 30.5 FTE. <br /> ' Fundin g Sources <br /> The Administration and Construction Funds <br /> The Board currently pays for its operations and construction loans from two primary <br /> funds. The Administration Fund receives annual appropriations from the General <br /> Fund, cash funding from various sources, and some federal funding. <br /> 1 <br /> 1 <br />
