Addendum to Center of Colorado Water Conservancy District's <br /> Loan Application to CWCB for Smelter Pipeline Reservoir Project <br /> Page 2 <br /> F. Center is a member of the Chatfield Reservoir Reallocation project and upon <br /> completion of that project, it will own approximately 135 AF of the reallocated <br /> storage space in Chatfield. <br /> G. Center and the Upper South Platte Water Conservancy District recently <br /> filed an application in Case No. 12CW50 to adjudicate a second blanket plan for <br /> augmentation for the service area described in Paragraph E above. The second <br /> plan will incorporate the use of water rights and facilities acquired and developed <br /> by Center subsequent to the completion of the first plan in Case No. 02CW389, <br /> including the James Tingle Reservoir, the Smelter Pipeline Reservoir and Chatfield <br /> Reservoir. <br /> 2. Description of project and feasibility analysis. <br /> A. Description of Project. The project is for the enlargement and lining of the <br /> Smelter Pipeline Reservoir (SPR). The modifications will occur within the existing <br /> high water line of the reservoir and the increased storage capacity will be gained <br /> by reshaping and deepening of areas that are currently shallow. All side slopes <br /> within the modified facility will be 3:1. Upon completion, the SPR will have 28 acre <br /> feet of fully lined and operational storage. The Project has been fully designed, <br /> and a construction contract will be conditionally awarded to Hudick Excavating for <br /> $565,800.00. All regulatory permits are in place and construction is scheduled to <br /> commence upon Center's obtaining the financing commitment for the Project. A <br /> map of the location of the SPR is located at page 61 of the Project Manual (copy <br /> attached). A survey of the existing SPR is located at page 62 of the Project <br /> Manual. A design survey and plan of the proposed modifications to the SPR is <br /> located at page 63 of the Project Manual. <br /> B. Purpose. Center co-owns with the Upper South Platte Water Conservancy <br /> District a blanket plan for augmentation adjudicated in Case No. 02CW389. An <br /> application for a second plan is pending in Case No. 12CW50. The only storage <br /> facility included in the 02CW389 blanket plan for augmentation is 50 AF of space <br /> in Spinney Mountain Reservoir and depletions throughout the service area are <br /> primarily replaced by exchange from Spinney to the upstream points of depletion. <br /> There are water rights on many of the streams within the blanket plan service area <br /> that are senior to the blanket plan exchanges, including CWCB minimum stream <br /> flow rights. The Center recognizes that its blanket plans need storage facilities in <br /> the headwater streams in order to not rely on exchanges of augmentation water as <br /> the replacement source. The Project will provide Center with 28 AF of fully <br /> operational storage capacity in the headwaters of the Middle Fork of the South <br /> Platte River for its blanket augmentation plans and customers. The SPR is <br /> adjudicated as a place of storage for the water rights listed in Paragraphs 1.A and <br />
