■ <br /> Feasibility Study <br /> For <br /> REHABILITATION OF THE SANFORD CORE&DIVERSION <br /> AT THE CONEJOS RIVER CONFLUENCE <br /> Sk'�°�� (,,ate' D701 ?#'Y. <br /> PROJECT SPONSOR 7..i 01""I I`) <br /> Mutual Ditch Company: Sanford Canal Company was incorporated July 23, 1892, as a <br /> "Colorado Water Company." The original Articles of Incorporation cannot be found, but a copy <br /> of the barely legible hand-written document in the online database of the Colorado Secretary of <br /> State is included with this Feasibility Study. Sanford Canal Company became a nonprofit mutual <br /> ditch company on 3/25/1912, per additional hand-written text followed by signatures of the <br /> incorporators. That combined document was "inspected and properly Entered on the Records <br /> of the Flat Tax Department," on September 19, 1968, thereby extending the existence of the <br /> Corporation for another 20 years and formalizing the existence of the Company as a nonprofit <br /> mutual ditch company. Copies of these early documents and the company Bylaws are included <br /> in Appendix D. Sanford Canal Company has operated continuously since its inception and has <br /> not changed from its original purpose of providing water for irrigation. <br /> Clarification: References in other documents to ,I Sanford Ditch Company" are mistaken. The <br /> correct name of the Company is The Sanford Company. References in any other <br /> document related to this project, denote one and the same ditch company, ditch, and diversion <br /> system: The Sanford Canal Company. <br /> The Sanford Canal Company: The Company's stockholders divert water out of the Conejos <br /> River and the San Antonio River in Water District No. 22, with priorities 104 (107.5 cfs) and 172 <br /> (38.8 cfs). The Sanford diversion irrigates approximately 3,000 acres, as shown on the attached <br /> map, with facilities consisting of many miles of supply ditch, as shown in Figure 1. The <br /> stockholders in the Company own water through their stock in the Sanford Canal Company, <br /> with water delivered through the Sanford system of canals and ditches. <br /> Support -The Conejos Water Conservancy District (CWCD or the District) plays a critical role in <br /> the management of flows on the Conejos River and its tributaries, ensuring that sufficient <br /> quantities of water are available to meet agricultural needs within the District and to satisfy <br /> Colorado's obligation to the Rio Grande Compact. <br /> A Collaborative Project: The Sanford Canal Company, with support from the District, is also <br /> collaborating with neighboring ditch companies to participate in the Conejos Whole River <br /> Strategy, a proactive and integrated process which combines structural upgrades, web-based <br /> SCADA water management technologies, and greatly improved ditch management practices. <br /> Grant Funding:The CWCB Water Supply Reserve Account grant application which accompanies <br /> this loan was approved by the Rio Grande Basin Roundtable on August 13, 2013. As explained in <br /> that proposal, the Sanford Canal Company joined with the Ephraim Ditch Company and East <br /> 7 Prepared by the Conejos Water Conservancy District, P.O.
