Please provide a brief narrative description of the proposed project including purpose, need, <br /> facilities,type of water uses to be served and service area. <br /> The Fulton Irrigation Ditch Company("Fulton"), located in Adams County, operates the Fulton Ditch for <br /> the benefit of the shareholders by providing direct flow irrigation water. The ditch diverts from the <br /> South Platte, at approximately 100th Avenue, and water deliveries are made through the Company's <br /> ditch to the approximately 37,628-acre service area. The growth of sago pond weed in the South Platte <br /> River has escalated over the last several years to the point where the weed mounds up against the <br /> Fulton Trash Rack and obstructs other debris which in turn mounds against the trash rack and stops the <br /> flow of water into the ditch on a daily basis. During the summer diversion season it is not uncommon <br /> for the diversions into the ditch to be stopped on a daily basis to allow for the manual cleaning of the <br /> trash rack. In addition to the challenges being faced by the Company related to the trash rack, holes <br /> have been discovered in the river diversion gates and the recent flooding has made it apparent that the <br /> mechanism allowing the gates to be raised and lowered needs to be replaced. Finally the Branch Ditch <br /> Diversion at 136th Avenue, originally constructed of timber and concrete has deteriorated to the point of <br /> potential failure. <br />
