April 11, 2008 <br />Page 16 <br />Statement 12.7 - 12.11 These statements all appear to inappropriately incorporate the <br />HRV concept. <br />Draft Plan Volume 2, p. 50. <br />Invasive Species. It is unclear how the SJPLC will control the spread of non - native <br />plants in Wilderness Areas or WSAs. Water users are concerned that terms and conditions <br />included in Ditch Bill easements, 1866 Act facilities recognition statements and special use <br />permits not mandate control of such species by permit holders off of their rights -of -way. <br />Structural Recreation Management Areas: Draft Plan Volume 2, p. 61 <br />Statement 15.48. The Dolores River Dialogue ( "DRD ") needs to be recognized as the <br />entity undertaking the revision of the 1990 Dolores River Corridor Plan ( "Corridor Plan' ). The <br />Final Plan needs to allocate this revision to the DRD. <br />Draft Plan, Volume 2, P. 72: Lands and Special Uses <br />Statement 24.3. The SJPLC needs to specify which river frontage and riparian lands it is <br />considering acquiring. <br />Draft Plan Volume 2 p. 81: Dolores Geographical Area <br />Statement 28. The Final Draft needs to recognize the role of the DRD in establishing the <br />balance between the Dolores River as "a primary water source to meet domestic and agricultural <br />needs" and "recreational, ecological and aesthetic services." The DRD is the key "collaborative <br />effort" regarding supporting the many listed values. The term "services" needs to be defined. <br />The Final Plan needs to provide a simple reopener provision to allow recognition of the <br />culmination of the work of the DRD as it may provide an alternative for WSR suitability <br />designation, with the suitability designation eliminated. <br />C. General Comments: Governmental Water Roundtable ( "Roundtable ") <br />1. Failure of Draft Plan and Draft EIS to Achieve Roundtable Goals. <br />a. Need for Clear Comprehensive Easy to Understand Presentation <br />of Water- Related Issues in the Draft Plan. The SWCD has been an active participant in the <br />Roundtable, which was established in 2005 to provide input to the SJPLC on water - related issues <br />from public entities within the area of the SJPL. The Roundtable was convened as a response to <br />a water user concern with the difficulty of finding information about water issues in the existing <br />USFS Management and BLM Resource Plans. The participants in the Roundtable wanted to <br />ensure that the Draft Plan would be clear and easy to understand and that comprehensive <br />information on water issues would all be included in one Plan location or easy to locate through <br />
