The basis for the determination of the "natural range of hydrological flow <br />patterns" requires clarification, as does the time frame at issue and which "aquatic ecology" is to <br />remain unnegatively impacted by water transfers. <br />Statement 3.17: The idea of an authorized water development needs to be expanded to <br />include administratively recognized developments, not just federal agency authorized <br />development, because water facilities are not authorized to be on SJPL by the USFS under the <br />1866 Act but only treated as recognized to be administered under the Act on SJPL. <br />Draft Plan, Volume 2, p.24 <br />Statement 4.1: The Draft Plan needs to detail how the "physical aquatic habitats" to be <br />maintained are determined. <br />Statement 4.2: " Sustainability" needs to be defined in detail. The aquatic ecosystems <br />that are to have long -term sustainability must be specified. <br />Statement 4.3: The variety of aquatic /semi aquatic species being referred to requires <br />clarification. <br />Statement 4.4: The term "desired non - native species" should be defined. The precise <br />native species, for the viability of which habitat, must be provided, needs further definition. <br />Statement 4.5: The determination of "natural" vegetation must be explained. <br />Statement 4.6: Again, the native vertebrate species must be detailed and the term non - <br />natives defined. The terms "sustainability" and "viability" must be defined clearly. <br />Statement 4.8: The connectivity needed so a fish population is not isolated needs <br />definition. To re- establish Colorado River cutthroat trout populations, population isolation is <br />often a requirement. <br />Statement 4.9: Again, the natural ranges of discharge and load must be clarified. <br />Statement 4.10: Whether the HRV concept is being used to determine which systems are <br />"historically capable of supporting such fisheries" must be clearly stated. <br />Statement 4.11: The populations of which aquatic species must be defined. <br />Draft Plan, Volume 2, p. 26 <br />
